You can put your location to the city you wan to move to. Then start joining groups for example every city has a linkedIn group so it could be called Seattle LinkedIn, start adding recruiters from companies to your network. Another way you could do this is to sign up with temporary agencies in that city which could speed things up as they can find you a job in that city quickly. You will have to be open to interviews and be able to drive up in that regard.
